LEGISLATIVE UPDATE for 10.29.2021

GENERAL ASSEMBLY:

There are only 2 issues to be resolved before the session comes to a close. One is the budget and the other is redistricting. It’s impossible to make projections on either. When it happens, it happens.

There have been some deaths in the General Assembly and some announcements of legislators not running again in 2022. We’ll update that list soon but expect some additional resignation announcements once the new districts are announced.

MEDIA ADVISORY: Peer review workshop for striped mullet stock assessment scheduled

 

MOREHEAD CITY – The N.C. Division of Marine Fisheries will hold a workshop by webinar Nov. 8-10 with scientists to review the draft assessment of the North Carolina striped mullet stock.

 

Discussions are scheduled for 12 p.m. to 5 p.m. on Nov. 8 and 9 a.m. to 5 p.m. on Nov. 9 and Nov. 10.

 

The public may listen to the workshop by phone or listen and view presentations in real-time by joining online. Directions for attending the webinar are available here.

 

The workshop is open to allow the public to observe the peer review process, but public comment will not be accepted.

 

Additionally, at any point during the workshop, the division may close the discussion to the public to allow the peer reviewers to deliberate and complete a draft version of their peer review report, or for the stock assessment workgroup to address outstanding tasks.

 

A stock assessment is a scientific analysis that uses information gathered from commercial and recreational fisheries, data from scientific sampling and observations, and fish biology to determine the abundance of a fish population and, when possible, predict future trends of stock abundance.

 

A peer review is an evaluation of scientific work by independent, unbiased experts. A fisheries stock assessment peer review evaluates the validity of data used, the appropriateness of the assessment model used, and the rationale of any assumptions used to determine if the science conducted is adequate for use in fisheries management. Peer review scientists have not been involved in or had input into the development of the stock assessment and have no stake in the outcome.

 

The Division of Marine Fisheries is opening the workshop to the public to allows for improved communication and public understanding of fisheries stock assessments.

Get Answers to Your eVTR Questions: Council to Host Q&A Session – October 26, 5:00 p.m.

Beginning on November 10, 2021, all commercial vessels with federal permits for species managed by the Mid-Atlantic or New England Council will be required to submit vessel trip reports (VTRs) electronically as eVTRs within 48 hours of the end of a trip. Vessel operators have several NOAA Fisheries-approved eVTR applications to choose from. Many commercial operators have chosen the eTrips/mobile 2 or NOAA Fish Online applications.

In preparation for the upcoming implementation of these new requirements, the Mid-Atlantic Fishery Management Council will hold an informal question and answer session on Tuesday, October 26, 2021 at 5:00 p.m. Participants can join by Webex webinar or call in by phone (details below). Staff from the Mid-Atlantic Council, NOAA/GARFO, and ACCSP will be available to answer your questions about all things related to electronic reporting and using eTrips/mobile 2 or NOAA Fish Online. The webinar will begin at 5:00 p.m. and will be open for at least an hour, but staff will remain online longer if needed to address any outstanding questions.

This is a great opportunity to get answers to your questions about using eTrips/mobile 2 or Fish Online. Questions that have been addressed in recent training webinars include:

·  Can I report the use of different gears or different fishing areas in a single trip?

·  Can I edit a trip once I have submitted it?

·  How can I complete my trip if I don’t have WiFi or cellular connection at sea?

Commercial Reopening for Red Snapper in South Atlantic Federal Waters on November 2, 2021, for Four Days

 

 

What/When:

·         The commercial harvest of red snapper in South Atlantic federal waters will reopen at 12:01 a.m., local time, on November 2, 2021, and close at 12:01 a.m., local time, on November 6, 2021. During the four-day reopening, the commercial trip limit for red snapper is 75 pounds gutted weight.

 

Why This Reopening is Happening:

 

·         The 2021 commercial catch limit for red snapper is 124,815 pounds whole weight. On September 14, 2021, the commercial catch limit for the 2021 season was projected to be met, and NOAA Fisheries closed commercial harvest. However, new information indicates that the red snapper commercial catch limit was not met.

 

·         As a reminder, recreational harvest is closed. Therefore, the recreational bag and possession limit for red snapper in or from South Atlantic federal waters is zero.

 

After the Reopening:

·         The 2022 fishing season for the red snapper commercial sector opens at 12:01 a.m., local time, on July 11, 2022, unless otherwise specified. 

 

·         The 2022 recreational season, which consists of weekends only (Friday, Saturday, Sunday), begins on the 2nd Friday in July, unless otherwise specified.
