More Speckled Trout Reductions Than Necessary

Can someone please explain to me why this triggered a harvest reduction of 19.9% to 53.9%?
Considering the life history and reproductive capability of this species, reductions this harsh make zero sense, even when you consider DMF’s failure to address recreational dead discards!
